This past weekend 5 NYPD officers emptied 50 shots into a car with unarmed men inside. One officer, by himself, emptied 31 shots......that's two clips worth. We had the situation 7 years ago of Amadou Diallo killed with 41 rounds. Last year 10 L.A. cops fired 120 rounds into a car within 18 seconds. And now we have NY Mayor Mike Bloomberg who (as Sir William S Gilbert said in PINAFORE .."... can not tell at sight a Mauser rifle from a javelin") is "disturbed" by this latest mêlée, and doesn't see how 50 shots were needed. He said that the force was excessive.

Once again our government has set up the components for an inevitable situation. And then when the totally foreseeable event occurs, they refuse to question the premise that brought it about in the first place, because that would crimp the government agenda. The agenda is to use cops as initiators of force under the excuse of "crime prevention."

We have a thing in Anglo-Saxon law of being innocent until proved guilty. This is incompatible with the concept of "crime prevention." Crime prevention, which is politically popular under democratic mob-moron rule, requires law enforcement to go after criminals before they have committed a crime. Which means innocent people will always be the target of law enforcement. Going after the guilty means one has to wait until after there has been a crime. Politicians, always pandering to the unthinking masses, are always quick to tout "crime prevention" because it sounds like it protects people.

The origin of cops goes back to the Middle Ages when a volunteer was elected to stay awake to guard against nocturnal invaders/criminals etc., and to sound an alarm to wake up the rest of the people. This has morphed into the professional constable, a peace officer such as the formerly unarmed Bobbies in London; but in recent years the cops have become totally militarised, presumably because the criminals have more guns etc. They have also become militarised because the government, again for reasons of political pandering, has launched various wars on ____________ (booze/drugs/harlotry/crime/terrorism – or any politically unpopular vice). This past year Mayor Bloomberg has been waging a war on guns, which is another excuse for militarisation.

Cops have been turning into SS/Gestapo Officers. Unlike the old days, when cops broke up bar fights or kicked bums off park benches and patrolled around the neighbourhood visibly armed in crisp blue uniforms with shiny brass buttons, or directed traffic, or hung out with the corner druggist smoking and eating free donuts, cops are now infiltrating the citizenry as undercover agents with military weapons. Often they are agents provocateurs.

In the recent Queens incident, the officers were "undercover" in a strip club, and then misunderstood a presumably boisterous situation, causing them to become involved in a conflict which ended up with the cops firing 50 rounds at a car killing one, wounding another, and putting 11 shots into another, who is now in hospital in critical condition.

In the first place, the NYPD sends these guys into a sleazy strip club to look for trouble, which, in this case means guns and prostitution. They pretend they are not cops, which means acting like typical strip bar patrons – which means ordering alcohol (BTW there was no breath test after the incident) and acting like frat boys. Then when they find something that "appears" to be trouble, they jump in, and the episode reaches critical mass. Because they were undercover, they were not recognisable to other cops, or to patrons who thought the agents might be criminals. Indeed the victims in the Queens case freaked out when a cop pulled his weapon out on the street. The driver hit the gas grazing the cop which prompted the first shots. The cop said he identified himself, but the driver was too busy worrying about the gun.

In the second place, cops all carry semi-automatic Glock or Beretta hand guns. When I was a kid, cops carried 6 shot revolvers, and 12 extra bullets in bullet loops on their belts. Anyone familiar with revolvers knows how cumbersome this can be to reload. Today they carry 5 or 10 extra magazines on their belts, each magazine carrying 15 or 16 rounds. The old double action revolvers had a fairly hard trigger pull, unlike the new autos. If you used them as single action, you had to cock the hammer back first. In both cases you had to think about each shot. A number of retired cops I have talked to said that was a factor in the Diallo case.

NYPD Commissioner Ray Kelly said that cops are taught to fire three bursts, then examine the situation before firing again. In reality, a cop pumped up with fear, rage, and adrenalin won't do this. I also question whether they really are trained to do this. I saw a clip on the news from a cop training film. The objective was to train officers how to empty a clip onto a target as fast as possible whilst keeping his hand steady. It almost sounded like full auto. Then the officer changed his clip with lightning speed and popped off another clip. The objective is to fire a lot of rounds quickly into a small target pattern.

So we have the PD recruiting bouncer types. They tell them that they are needed by society and that they are heroes. Then they drop them into a hyper macho culture fostered by a close-knit tradition and the cop unions. Then the PD and the unions tell them how dangerous their job is, and they might not see their family again. They say that they need to be over-gunned to be safe. The PD then gives them high-capacity firearms with easy trigger pulls. They tell them they are fighting a "war." They then tell them to go "in country" after telling them that the criminals may be armed, and to be careful. In other words they propagandise them with Marine Corps cant.

Then Bloomie wonders how there are 50 shots.

Crooked Cops Further Worry Bostonians

Cops are pigs.

"This is a bump in the road," Menino said in a telephone interview. "These three individuals are not going to ruin the work of thousands of officers in our city."

That was not the attitude in Jamaica Plain, where Officers Roberto Pulido, the alleged ringleader, and Nelson Carrasquillo, his alleged underling, had patrolled.

"Not good, not good at all for the young kids," said Jose Tejada, 53, who has lived in Jamaica Plain for 28 years. "This really sends the wrong message, and for the kids around here, they'll probably see this as another reason not to trust police, whether they're Latino or not."

Jessica Benjamin, 16, who was leaving her job at a shoe store in Dudley Square, said the image of the police seemed to have hit a new low.

"I never trusted them, and this shows they're just like regular people," she said. "Behind closed doors, some of them do the same things as the people they arrest."

JACKSONVILLE, Fla. -- Two Flagler County Sheriff's corrections deputies were arrested Monday and indicted in the mishandling of an inmate.

In March 2005 a noise complaint led authorities to arrest 29-year-old Lisa Tanner, the daughter of Flagler's state attorney. Tanner was arrested for disorderly intoxication and resisting arrest without violence.

Officers said while Tanner was in custody she refused to shower and was combative to the point that they had to put her in a restraining chair.

Video from the Flagler County Jail shows four deputies forcing Tanner into the chair as she screamed and eventually passed out in the chair.

All charges against Tanner were eventually dropped, and last month an independent prosecutor began to look into Tanner's treatment while she was in the jail.

As a result of their investigation detectives for the State Attorney's Office arrested Cpl. Brian Pasquariello, 28, and Sgt. Betty Lavictoire, 50.

Pasquarello has been indicted on two felony charges, and has been with the inmate facility for six years.

Lavictoire has been indicted on three felony charges, and has been with the inmate facility for nine years.

"I am obviously disappointed at the return of these indictments, but this agency will continue to fully cooperate with the grand jury as it conducts this investigation," said Flagler County Sheriff Donald W. Fleming.

Video Shows Chino Deputy Shooting Unarmed Iraq Vet

(AP) CHINO A videotape released Tuesday shows a sheriff's deputy shooting an unarmed Air Force policeman who recently returned from Iraq as he apparently heeded an order to get up off the ground.

KTLA-TV repeatedly aired a 40-second clip it said came from a Chino resident who videotaped Sunday night's shooting, which followed a 100-mph car chase.

Senior Airman Elio Carrion, 21, was listed in good condition at Arrowhead Regional Medical Center in Colton.

His father-in-law, Ernesto Paz, told KTLA-TV that Carrion was shot three times in the chest, ribs and leg.

New Orleans police gun down mentally ill man

NEW ORLEANS – A New Orleans man, described by relatives as mentally ill, was gunned down by police on Monday. Anthony Hayes, 38, was killed after allegedly lunging at police with a three-inch blade. Three bystanders videotaped part of Hayes’s confrontation with some 18 police officers, three of whom fired nine shots at the man.

Eyewitnesses expressed anger over the fatal use of force given the victim’s apparent illness. They said that Hayes was a familiar, but solitary, figure in the neighborhood. Michelle Dawson, a Burger King employee, said that Hayes would spend hours at a table in the restaurant talking to himself without bothering other customers.

Phin Percy, a professional videographer, shot a videotape from a second-story window that shows Hayes slowly backpedaling up the street, keeping his distance from police. He is wielding a small knife in his right hand, as more than a dozen policeman keep pace, their guns aimed at the man.

Monique Champagne, who had arrived from Austin, Texas, to visit her damaged home, also filmed part of the prelude to the shooting. “There were so many cops there I thought, surely, this guy just shot a cop,” said Champagne. She described the scene in which bystanders begged Hayes to surrender and police not to shoot.

“At first it was real quiet and slow, then faster and faster as more cops showed up. Then one gun went off and then a whole bunch went off.... I think it was injustice.... That guy shouldn’t have died. Just a shame,” she said.

Robert Stickney, a shop owner who watched part of the confrontation through his store’s picture window, stated, “It’s just a shame they had to kill him.”

A patron at a nearby bar, Trey Brokaw, told reporters: “I didn’t see anyone near him. It didn’t seem like anyone was going to get hurt.”

Responding to questions as to why officers, given their overwhelming force, could not have wounded Hayes in the legs (or simply waited for him to drop the knife), New Orleans Police Chief Warren Riley justified the killing. He told Associated Press the officers would have betrayed their training if they had aimed to fire a non-lethal shot. He further stated that officers are trained to treat knife attacks as deadly force and are not schooled in disarming suspects with knives using hand-to-hand combat.

“The vast majority of police departments—state, local and federal—are trained to shoot-to-kill...either the head or the chest area,” stated Riley.

Hayes’s killing is hardly the first brutal episode involving New Orleans police. City police officers were videotaped October 8 fiercely beating a 64-year-old retired teacher, Robert Davis, in the French Quarter of the city. Last week, two officers were fired over the incident and a third suspended for four months.

Both post-Hurricane Katrina cases of police violence in New Orleans would have received scant attention by the media had they not been captured on videotape. In fact, the American Civil Liberties Union of Louisiana revealed that it is investigating at least 10 brutality complaints filed in the past month or so.

According to Rafael Goyeneche of the Metropolitan Crime Commission of Greater New Orleans, the public feels alienated from a police department “whose reputation of corruption lingers and the new problems compound it.”

Thirteen officers remain under investigation after being accused of stealing from unprotected businesses during the Katrina crisis. At the Wal-Mart on Tchoupitoulas Street, videos and photographs show cops stealing merchandise. A separate case being investigated by the state attorney general’s office involves as many as 40 officers in the removal of some 200 cars from a Cadillac dealership.

The New Orleans Police Department’s reputation of corruption and brutality goes back decades. It was solidified in the 1990s when police were arrested for crimes ranging from shoplifting and bribery to bank robbery, drug dealing, rape and homicide. Two former cops are currently on death row—one for the 1994 murder of a woman who had filed a complaint against him, another for a triple-murder committed during a restaurant holdup in 1995.

The Bush administration’s militarist approach to Katrina, as well as the media’s portrayal of the storm’s victims as looters and rapists, has no doubt further encouraged the police department’s most backward and sadistic elements.

While the Wal-Mart and alleged car thefts by police officers are well documented, other incidents that occurred during the first week after Katrina—before the military arrived—have received far less coverage. These involved at least seven separate shootings by New Orleans police officers in which four people were killed and seven injured.

The most controversial of the incidents took place in eastern New Orleans on the Danziger Bridge on September 4. According to an article in the December 18 issue of the Times-Picayune, “When the shooting was broadcast over the police radio, a cheer erupted among commanders who were huddled miles away at ‘headquarters’—the valet parking apron at Harrah’s New Orleans Casino. When asked what the celebration was about, one captain answered, ‘We got six of them. None of our guys got hurt.’

“Police said 7th District officers came under fire when they responded to a report of ‘officers down’ in an area where contractors had been fired upon earlier. After the smoke cleared it turned out that no officers were wounded.” Among those killed was an unarmed 40-year-old disabled man, Ronald Madison, shot multiple times in the back.

A mentally ill man, who by all accounts posed no threat, is gunned down in cold blood, and this execution is justified on the basis of the “shoot-to-kill” mandate given to police agencies. Such a state of affairs is indicative of the growing brutalization of American society and its underlying social polarization.

Miami Police Take New Tack Against Terror

MIAMI (AP) — Miami police announced Monday they will stage random shows of force at hotels, banks and other public places to keep terrorists guessing and remind people to be vigilant.

Deputy Police Chief Frank Fernandez said officers might, for example, surround a bank building, check the IDs of everyone going in and out and hand out leaflets about terror threats.

"This is an in-your-face type of strategy. It's letting the terrorists know we are out there," Fernandez said.

The operations will keep terrorists off guard, Fernandez said. He said al-Qaida and other terrorist groups plot attacks by putting places under surveillance and watching for flaws and patterns in security.

Police Chief John Timoney said there was no specific, credible threat of an imminent terror attack in Miami. But he said the city has repeatedly been mentioned in intelligence reports as a potential target.

Timoney also noted that 14 of the 19 hijackers who took part in the Sept. 11 attacks lived in South Florida at various times and that other alleged terror cells have operated in the area.

Both uniformed and plainclothes police will ride buses and trains, while others will conduct longer-term surveillance operations.

"People are definitely going to notice it," Fernandez said. "We want that shock. We want that awe. But at the same time, we don't want people to feel their rights are being threatened. We need them to be our eyes and ears."

Mary Ann Viverette, president of the International Association of Chiefs of Police, said the Miami program is similar to those used for years during the holiday season to deter criminals at busy places such as shopping malls.

"You want to make your presence known and that's a great way to do it," said Viverette, police chief in Gaithersburg, Md. "We want people to feel they can go about their normal course of business, but we want them to be aware."

Brunswick County Detention Officer Arrested

A jailer in Brunswick County was arrested and lost his job, all in the same day.

Investigators say Gerry Van Childress stole a gift card from an inmate's purse. The gift card was for the Lowe's Home Improvement store. The incident happened more than two months ago.

Investigators say the female inmate, who was in jail for DWI, realized her card was gone when she was released.

Officer Arrested After Taser Use

Champaign County - Charges have been filed against a man that normally protects and serves one area community.

The Champaign County State's Attorney's office has filed charges against Champaign County Corrections Sergeant William Alan Myers.

Myers is being charged with aggravated battery and obstruction of justice for an incident that occurred Monday night.

Myers was reported to have caused bodily harm to Ray Hsieh with a taser gun without legal justification at the correction center.

Miami Police Officer Arrested On Birthday, Charged With Bribery

MIAMI -- It wasn't quite the birthday party one Miami police officer expected when he was arrested Wednesday on felony charges of unlawful compensation.

Police said David Lee Donaldson took $200 from a suspected drug dealer in exchange for inside information. Donaldson was celebrating his 50th birthday.

Authorities said Donaldson has been dealing with known drug dealers since the 1980s.

"It's always a sad day in the Miami Police Department when you have to arrest one of your own," Chief John Timoney said.

Donaldson, a 23-year Miami Police Department veteran, has been reprimanded before. He was suspended in the 1990s for unlawful compensation, official misconduct and filing false insurance claims.

In all three instances he was not prosecuted and admitted back on the force.

Attempts to reach Donaldson at his home were unsuccessful.

Donaldson was released on a bond of $7,500.

Local Teen Makes Police Brutality Claim

Shreveport Officer Accused of Brutality

A Shreveport police officer who is no stranger to controversy is now accused of police brutality. The claims were lodged by a fellow officer and a Shreveport resident, according to Capt. Mike Clary with the department's Internal Affairs Division. News 12 has learned they concern the actions of Cpl. Kevin Strickland.

Shreveport resident Debra Turner said the alleged incident happened in late September at her home on Silver Pine Lane in southwest Shreveport. She said Strickland arrived with another officer, Cpl. Tisha Lensey, and attempted to arrest her oldest daughter, Makiya, 25.

"So when he began to handcuff her, she opened the door and she ran in and locked up in the bathroom," she said.
Turner said Strickland then turned his anger and attention toward her and another of her children, Demiya, 24.
"He's steady using force pushing me and pushing me and then he slams me on the floor."

FORT COLLINS, Colo. (AP) -- The death of a man who died after sheriff's deputies shocked him with a Taser was ruled a homicide Wednesday, but the district attorney will not press charges.

Timothy Mathis died last month in part because of heart failure from being shocked three to seven times with the stun gun during an altercation with Larimer County Sheriff's deputies, the coroner's office said.

However District Attorney Larry Abrahamson said there are other things beyond an autopsy report to consider when looking at homicide charges, such as intent. He ruled that force was justified in the case.

RALEIGH, N.C. - A former Fayetteville police officer used his badge to scout out vacant homes that would be easy marks for eight others in a burglary ring, federal prosecutors said Wednesday.

A federal grand jury last month indicted Jared Benjamin Parsek, 26, of Fayetteville, on 12 offenses including civil rights violations, drugs and firearms possession, and making false statements to an FBI agent, federal prosecutors said in a statement Wednesday.

Willie Earl Bickham, 39, was expected to face felony charges including unauthorized use of a motor vehicle and impersonating a police officer, said Houston police Sgt. Nate McDuell.

Bickham told Houston police he was still a New Orleans police officer. But police officials in Louisiana said Bickham resigned in early September to avoid being fired for abandoning his duties.

Two police officers, 1 deputy arrested by feds

Newport, Cocke County (WVLT) - Two Newport police officers and a Cocke County sheriff's deputy are in federal custody.

Seven-year veteran officer Patrick Sheldon faces a three-county federal civil rights indictment, as does Sergeant James Roach, Jr.

Newport Police would only say the federal investigation is from an isolated incident and not part of a larger investigation into corruption and criminal activity in Cocke County.

Federal agents have also arrested Cocke County sheriff's deputy Chris Smith.

Police have not yet released the charges he faces, that could come Friday.

Former officer indicted in deaths

A former Cincinnati Private Police officer provided the drugs that resulted in the overdose deaths of two teens earlier this year, according to an indictment handed down by a Hamilton County grand jury Thursday.

Willard Wright, 44, of Colerain Township, provided methadone tablets to Justin Wright, Daniel Wright and Anthony Hollin, according to the indictment.

Hamilton County prosecutors say all three overdosed during the Fourth of July weekend.

Hollin, 18, and Justin Wright, 19, both of Norwood, died. Daniel Wright was hospitalized and survived.

The Hamilton County Coroner's Office determined that acute methadone intoxication led to the deaths, prosecutors said.

Videotaped beating in New Orleans—the ugly face of police repression

When New Orleans resident Robert Davis returned to the city last week to check on some homes damaged by Hurricane Katrina, the devastation inflicted by the storm to his family’s property was not the only shock awaiting him. Davis, a 64-year-old retired school teacher, would become the victim of a brutal beating by New Orleans police officers that was videotaped and broadcast both across the US and worldwide.

Last Saturday evening at about 8 p.m. Davis, who is black, was walking on Bourbon Street in the New Orleans French Quarter. He approached an officer on horseback to inquire about the city’s curfew. “I’m talking in a nice, cordial way to a black officer on a horse,” David told the press on Tuesday. He said another officer on foot then “interfered and I said he shouldn’t.”

As he crossed the street, Davis said, “All of a sudden, the white officer hit me in the eye and dazed me and threw me up against the wall.” A cop yelled, “I’m going to kick your ass,” Davis recounted. He was then hit and pummeled to the ground, face down, suffering fractures to his cheek and eye socket. Two white officers were involved in the beating.

While such behavior may find a particularly sharp manifestation in New Orleans, it is indicative of the repressive and violent response of the ruling elite and its police agencies to the growing social polarization gripping the entire country. Like many of the developments witnessed since Hurricane Katrina made landfall August 29, it has further exposed the rot at the core of American society.

A Collier County sheriff’s deputy who used his Taser stun device twice on a friend at a party and then placed the stun gun’s laser sights on his ex-wife and another man at the same party has been disciplined, internal affairs reports say.

Cpl. Randy Baum, a 19-year veteran of the agency who works in the bailiff’s bureau, was given a written reprimand and removed from his position as a Taser instructor for conduct unbecoming a deputy for inappropriately using the Taser.

Baum’s former wife took photographs of Baum using the Taser, including a photo of the man who was Tasered leaping forward from the shock.

Tasers send 50,000 volts of electricity through the body and are used to subdue suspects who struggle with officers.

Officer takes skull piece for 'ashtray'

NORWALK, CONN. - The family of a deceased Hopewell Junction man has indicated it intends to sue after a police officer took part of the man's skull from the scene of an automobile accident and bragged he would use it as an ashtray.

Officer Liam Callahan, a nine-year veteran of the city police department in Norwalk, Conn., took the skull fragment after 62-year-old Alfred Caviola of Hopewell Junction died in a May 29 crash in Norwalk.

Callahan found the skull fragment in the street after the medical examiner had left the accident scene. He was fired from his job Friday, Norwalk police Chief Harry Rilling said.

Salem Police Officer Arrested In Massachusetts

LAWRENCE, Mass. -- A Salem, N.H., police officer who was demoted last year for repeatedly being at home while on duty has been arrested in Massachusetts.

Kenneth Mulchahey, 42, was charged with trying to grab a cell phone from a teenager's waist, refusing to cooperate with police and bumping an officer with his car door as he tried to drive away.

Court documents say Mulchahey asked Massachusetts officers not to charge him because it would ruin his career. He was charged with disorderly conduct, resisting arrest and two counts of assault.

After arraignment on Tuesday in Lawrence District Court, Mulchahey's lawyer said the officer plans to deny the charges. He is on paid administrative leave.

Onondaga County Sheriff’s deputy arrested

An Onondaga County sheriff's deputy responsible for supervising inmates at the county justice center is charged with sexual abuse and official misconduct. John Geruso is accused of having inappropriate sexual contact with two female inmates on four separate occasions.

He is a 21-year veteran of the Sheriff's Custody Division.

An investigation began after a friend of one of the inmates reported the incidents to deputies. Geruso was separated from female inmates during an investigation by the department's Abused Person's Unit.

If he is found guilty of the charges he will be terminated.

Geruso was arraigned Friday and is now suspended for 30 days without pay. His next court date is November 23rd.

INDIAN RIVER COUNTY, Fla. -- An Indian River County sheriff's deputy has been suspended without pay after being charged Monday for allegedly performing a sex act on a child.

Deputy John Teeters was arrested Monday on a warrant issued by Lake County. He is charged with a lewd and lascivious act on a child between 12 and 16 years old.

Details of the alleged crime were not released.

Teeters was released on bond.

Ramsey County Deputy arrested for assault

A Ramsey County Deputy has been arrested on charges of felony assault.

Deputy Dawn Fisher-Nagel, of Roseville, was arrested and booked Monday morning and is in Ramsey County Jail after an apparent ‘domestic situation.’ The case has been handed over to the Hennepin County Attorney’s Office to avoid a conflict of interest.

Ramsey County officials say Fisher-Nagel has never been in trouble before, but lately she’s had some family problems. Ramsey County Sheriff Bob Fletcher appeared on 5 EYEWITNESS NEWS MIDDAY to talk about the case.

"Deputy Nagel has an exemplary record, but had a domestic situation with her spouse," Fletcher told 5 EYEWITNESS NEWS. "There was alcohol involved and at some point in the conflict a handgun was discharged. Her husband claims it was directed toward him, so consequently she was arrested for assault.

COVINGTON - A Covington police officer was arrested Wednesday night and charged with pointing a gun at his wife.

Covington police arrested fellow Steve Gifford, 43, at his home about 11:45 p.m., according to a police report.

Gifford's wife, Cora, told police her husband pointed a handgun at her and other person while she was sitting in a car.

The report says Steve Gifford was "extremely intoxicated," smelled of alcohol and had slurred speech.

Police found several handguns inside the house, the report states.

SUMMERVILLE, S.C. - A former detention officer at the Dorchester County jail has been arrested on charges that he pointed a handgun at inmates working outside the jail last month.

Christopher Fralix, 28, resigned after an internal investigation into the Sept. 21 incident began last week.

The officer is accused of pointing a gun at trusty inmates - nonviolent offenders whose good behavior has made them eligible to leave the jail to maintain and clean the grounds, the Dorchester County Sheriff's Office said.

Fralix turned himself in Wednesday and was released on his own recognizance. Officials would not say why Fralix said he pointed the weapon.

Pointing a gun is a felony punishable by up to five years in prison.

A Chalfont police officer was charged Tuesday with telling a friend he was the target of an undercover drug investigation.

Jonathan Knight, 35, of Warminster Township is accused of telling Whitney Watson he was ''in trouble'' after Watson said he was concerned he had sold drugs to an undercover officer, according to court documents.

Bucks County District Attorney Diane Gibbons said the breach, which occurred in January, endangered the life of an undercover officer and compromised a Bensalem Township police drug investigation that began in December.

''The severeness of [Knight's actions] cannot be overstated,'' Gibbons said. ''He endangered the life of an undercover officer. He put the loyalty to his friend over the loyalty to his fellow officers.''

GUTHRIE, Okla. -- A Guthrie police officer has been charged with five counts of rape in the second degree, two counts of lewd acts with a minor and one count of indecent proposal to a girl under 16.

The Oklahoma State Bureau Of Investigation said Aaron Lansdown was a school resource officer for Guthrie Schools, but was arrested Wednesday after investigators searched his home in the 800 block of North Kelly Avenue in Edmond.

Officials said they were looking for photographic and computer evidence that might have been used in the alleged crimes. Lansdown's arrest is the culmination of a two-week investigation by the OSBI at the request of the Guthrie Police Department, officials said.

New Orleans, Louisiana (AHN) - The New Orleans police department is investigating the involvement of their officers in the looting spree that ensued amidst the destruction left behind by Hurricane Katrina. The investigation is being launched just days after police superintendent, Eddie Compass, resigned from his position.

According to new reports during the storm's aftermath, officers were at the Wal-Mart in the Lower Garden District when major looting occurred. The Associated Press reports media witnesses, including a reporter from Times-Picayune, claims they saw police take items from the store's shelves. Police spokesman Marlon Defillo says, "Out of 1,750 officers, we're looking into the possibility that maybe 12 officers were involved in misconduct."

ORLANDO, Fla. (AP) -- A university police officer working with the state to curb underage drinking was shot to death by an Orlando police officer outside the Citrus Bowl Saturday as fans were arriving for a football game, authorities said.

Mario Jenkins, a canine officer working with Division of Alcoholic Beverages and Tobacco agents, was killed, said University of Central Florida Police Sgt. Troy Williamson.

Williamson said Jenkins was wearing street clothes. He would not talk about the circumstances of the shooting.

''You've got about 50 police officers and beverage agents who are in complete shock at this point,'' Williamson said.

Witnesses told the Orlando Sentinel that the incident started when an undercover officer tried to break up a tailgate party. When he encountered resistance, they said, he fired three shots into the air. An Orlando Police officer saw the man with the gun and shot him several times, the newspaper said.

Authorities believed a third person was involved, said Barbara Jones, spokeswoman for the Orlando Police Department. Jones refused to say whether the person was injured.

The shooting occurred before a game between University of Central Florida and Marshall University, which UCF won.

''It's pretty freaky. You don't think you would see this at a UCF game,'' junior Nicole Jorgensen, 22, of Melbourne.

Charlotte - A Taser caused the death of a Lancaster County, S.C., jail inmate who collapsed during a fight with four officers in July, the Sheriff's Office confirmed Friday.

Sheriff's Office Lt. Lee Blackmon said his office learned this week that the coroner ruled Maury Cunningham, 29, died as a result of being struck with a Taser at least twice during the July 23 altercation. A Taser is a device that delivers a 50,000-volt shock to cause temporary paralysis.

SACRAMENTO - For the fourth time since June, a Sacramento-area man has died after being shocked by a law enforcement officer with a Taser stun gun.

Timothy Michael Torres, 24, of Rancho Cordova was pronounced dead early Thursday at UC Davis Medical Center, following a struggle with six Sacramento County sheriff's deputies in front of the house where he lived with his parents, officials said.

The six deputies who had contact with Torres have been placed on administrative leave, as is customary in such cases, sheriff's spokesman Sgt. R.L. Davis said. Their names have not been released.

NASHVILLE - A Nashville man died Saturday after being stunned with a Taser. The Nashville Police Department is investigating the death of 21-year-old Patrick Aaron Lee. Police spokesman Don Aaron says officers Jonathan Mays and Jamie Scruggs used their Tasers to restrain Lee late Friday night outside the Mercy Lounge nightclub.

Lee allegedly was kicked out of the club for acting strangely and trying repeatedly to get on the club's stage. Aaron says Lee also allegedly tried to flee from officers after he took off all of his clothes in the parking lot.

Before he went into cardiac arrest, Lee told officers he was under the influence of either LSD or PCP. The officers remain on duty. An autopsy is planned to determine the cause of death.

Indianapolis - Indianapolis Police arrested one of their own overnight, and he's accused of drinking and driving.

An IPD Detective on his home Friday morning said a car passed him on I-70 driving about 120 miles per hour.

The detective called for help, hoping to get the car stopped.

When officers stopped the car on the ramp onto southbound Shadeland Avenue, they say Officer Michael Hill got out of the car and appeared to be drunk.

Hill works undercover as a narcotics detective.

Topeka police officer arrested, charged with theft

TOPEKA - A police officer was charged with 144 offenses one week after his former partner was sentenced to 16 months in prison for stealing thousands of dollars intended for undercover drug buys.

Bruce Voigt, 41, of Topeka was arrested Thursday and released after he posted $25,000 bond. The charges against the 18-year veteran include perjury, falsifying evidence, official misconduct, theft and promoting obscenity.

Police said Voigt, who was placed on paid administrative leave around July 1, and Thomas Pfortmiller were arrested as a result of the same criminal probe. But District Attorney Robert Hecht said the case against Voigt isn't related to the Pfortmiller case.

JACKSON, MS - A detention officer with the Jackson Police Department, who is also an alderman for the city of Goodman, has been arrested and charged with sexual battery.

Police say 44-year-old Johnny Tillman was arrested for a sexual assault that occurred on August 30th. Tillman is accused of forcing an 18-year-old boy to perform oral sex on him. The boy had been arrested and was being processed at the Silas Brown facility. The 18-year-old reportedly saved DNA evidence, and after a probable cause hearing before County Judge Mike Parker Tillman was arrested. He is being held at the Hinds County Detention Center in Raymond on $10,000 bond.

Jackson Police Chief Shirlene Anderson says Tillman also maintains residency in Gallman, Mississippi. She says the investigation is ongoing.

Veteran Police Officer Arrested

SAN DIEGO -- A 15-year employee of the San Diego Police Department was arrested on embezzlement charges, the City Attorney's Office announced late Tuesday.

Gabriel Gutierrez, a property room supervisor, faces three counts each of embezzlement and using a computer to wrongfully obtain money, said Assistant City Attorney Chris Morris.

Gutierrez, 42, allegedly took knives from the property room and sold them on the Internet, Morris said.

The charges stem from a three-month police investigation, but it was not immediately clear when they were filed or when Gutierrez was arrested.

A Santa Cruz man died Sunday after deputies stunned him with 50,000 volts of electricity in the Santa Cruz County Jail Saturday night.

David Anthony Cross, 44, was booked Saturday for a domestic violence-related incident, according to a statement from the Sheriff’s Office.

While in custody, Cross began yelling, kicking and banging his head on his cell door, the statement said. He resisted deputies’ attempts to restrain him, and they used a Taser to control him, the statement said.

During the incident, which occurred about 10:20 p.m., Cross stopped breathing. Paramedics took him to Dominican Hospital, where he was admitted in critical condition. He died Sunday afternoon.

WHITEFIELD, N.H. -- A Whitefield man being held on charges he tried to kidnap a boy in New Jersey last month is a former police officer who met the youngster through a Web site, court documents and police say.

George Nugent, 56, is a former police officer in Lancaster, Northumberland and Litchfield, the New Hampshire Union Leader reported Tuesday.

He is being held without bail as a fugitive from justice from New Jersey, where he is charged with chaining a boy around the neck and trying to kidnap him.

Lawsuit filed against cops accused of tasering mentally disabled man

(CHICAGO) - The family of a mentally disabled Chicago man is suing police officers who used a taser on him last month. The family says 54-year-old Alfredo Lee Florez is too frightened to go anywhere on his own after the incident.

According to the lawsuit, two plainclothes policemen dragged Florez to the ground outside a neighbor's home on South Aberdeen. Witnesses shouted to the officers that Florez was mentally disabled and couldn't understand them.

The lawsuit accuses the officers of shooting him three times with the taser and beating him.

Ohio - Two counts of Aggravated Menacing and Using Weapons While Intoxicated are charges now filed against a three year Cincinnati Police veteran.

Around 1:30 Thursday morning, on Oakley's Brotherton Road, Officer Jeffrey Ertel was involved in a traffic accident with three men from the Fairfax area.

According to witnesses and police investigators Ertel was driving drunk and after the collision threatened the men to keep quiet showing off his badge and two guns.

Witnesses also say a female officer fled the scene in another car and describe the frightning scene as an out of control rage.

The name of the female officer is not yet known.

Eduardo M. Raposo, 47, of Swansea was arrested about 12:35 p.m. in the westbound rest area in Swansea, according to a state police spokeswoman.

Lt. Jeffrey Cardoza, the head of the Fall River Police Department's Professional Standards Division, said yesterday that Lt. Raposo has been suspended with pay, effective immediately.

Lt. Cardoza said an internal investigation will be conducted into the arrest and he expects the department to hold a press conference today.

The state police spokeswoman declined to provide the details of Lt. Raposo's arrest, saying it might jeopardize their case.

Lt. Raposo, who is assigned to the Fall River Police Department's Uniform Division, is scheduled to be arraigned today in Fall River District Court.

NOBLESVILLE, Ind. -- A Hamilton County correctional officer was arrested twice last month on alcohol-related charges, including once on a drunken-driving allegation.

Cicero police on Aug. 14 arrested Brian Shelley, 26, on accusations that he drove while drunk. Shelley had a blood-alcohol content of .15, police said.

On Aug. 31, the Hamilton County Sheriff's Department arrested Shelley on a charge of public intoxication in connection with his attendance at a Jimmy Buffet concert, police said.

Shelley has been allowed to work, pending the completion of an internal investigation.

A Louisiana police chief has admitted that he ordered his officers to block a bridge over the Mississippi river and force escaping evacuees back into the chaos and danger of New Orleans. Witnesses said the officers fired their guns above the heads of the terrified people to drive them back and "protect" their own suburbs.

Two paramedics who were attending a conference in the city and then stayed to help those affected by the hurricane, said the officers told them they did not want their community "becoming another New Orleans".

The desperate evacuees were forced to trudge back into the city they had just left. "It was a real eye-opener," Larry Bradshaw, 49, a paramedic from San Francisco, told The Independent on Sunday. "I believe it was racism. It was callousness, it was cruelty."

Mr Bradshaw said the police blocked off the road on the Thursday and Friday after Hurricane Katrina struck on Monday 29 August. He and his wife Lorrie Slonsky, also a paramedic, had sheltered with others in the Hotel Monteleone in the French Quarter.

When food and water ran out they were forced to head for the city's convention centre, but on the way they heard reports of the chaos and violence that was taking place there and inside the Superdome where thousands of people were forced together without running water, toilets, electricity or air conditioning. So Mr Bradshaw spoke with a senior New Orleans police officer who instructed them to cross the Crescent City Connection bridge to Jefferson Parish, where he promised they would find buses waiting to evacuate them.

They were in the middle of a group of up to 800 people - overwhelmingly black - walking across the bridge when they heard shots and saw people running. "We had been hearing shooting for days. What was different about this was that it was close by," he said.

Making their way towards the crest of the bridge they saw a chain of armed police officers blocking the route. When they asked about the buses they were told their was no such arrangement and that the route was being blocked to avoid their parish becoming "another New Orleans". They identified the police as officers from the city of Gretna.

Records show deputy's troubled past

The deputy whose .40-caliber handgun was used to kill convenience-store clerk Dimitri Imad Harb deserved to be fired 14 years ago, according to a memo written in 1991 by King County Sheriff Sue Rahr, then an internal-affairs lieutenant.

Ferenc Zana "does not possess the integrity to wear the uniform," Rahr stated in the memo, after an internal-affairs investigation found that Zana had given alcohol and his car to two minors who had an auto accident and then lied about it.

Zana promptly got into more trouble, yet he remained on the force -- despite concerns expressed by his fellow officers.

The Seattle Post-Intelligencer pieced together the disturbing and intertwined stories of Zana, 44, and his 23-year-old roommate, Christopher Bistryski -- who is charged with shooting Harb -- using documents requested from the Sheriff's Office, court records and interviews.

The case underscores what has become a major issue in the Sheriff's Office -- how much ability the sheriff has to discipline or fire errant officers.

Personnel records describe Zana as a spit-and-polish police officer, often commended for his appearance. But disciplinary records show a penchant for sloppy and sometimes dangerous behavior.

He twice ducked termination, once soon after Rahr had strongly recommended that he be fired if he broke rules again.

A 43-year-old man was in critical condition in a Richmond hospital last night with a fractured skull after Colonial Beach police shot him with a Taser stun gun.

Police did not identify the man, citing his "degenerative brain disease." But they said in the news release that he was suicidal and threatening officers.

The man's sister, who did not wish to be identified, said her brother "wasn't doing anything to threaten the police" when he was shot on Irving Avenue around 9:45 a.m. Tuesday after spending three hours in the Potomac River evading police and rescue boats.

"He was nonviolent when he came out of the water," she said. "His legs were shaking and he could barely climb up the rocks to the street. All he wanted was a cigarette."

The woman, who said she was at the scene, said her brother "put his hands up. At least five officers were standing there. They could have tackled him. They didn't warn him or order him to get down. They just shot him."

The 50,000-volt shock of the Taser knocked the man "backwards like a tree," she said.

"I heard his head hit the pavement so hard. As soon as he hit the ground, blood came out of his nose," she said.

CINCINNATI -- An officer shot a 12-year-old schoolgirl with a Taser gun and arrested her after she became disruptive at school, Cincinnati police said.

The incident happened at Burton Elementary School in Avondale Wednesday.

Police said the principal called them when the girl refused to go to class. When officers arrived, they had trouble bringing the girl, who is 5 feet 5 inches tall and 120 pounds, under control. Officers said they warned the girl several times that they would use the Taser on her if she did not calm down.

She was charged for disorderly conduct and resisting arrest.

Witnesses at The Breaker Box club in Lanett say police showed up and got physical this past Saturday night. News Leader 9 has been given an amateur video of the incident at a Christian heavy metal concert.

According to witnesses, a teenager was calling home to get a ride when police threw him into a light pole and then onto the ground.

"I saw two Lanett police officers. One of them grabbed a young black male, head-locked him, ran him into this pole, slammed him to the ground, put their knee in his back and cuffed him," said John Keith.

That's when the lead singer of "Only After Faith" grabbed his video camera.

"A blow to the back of the head, and a couple of knees to the back. They finally got a little 13 or 15-year-old boy in the car," said Adrian Buice.

The video apparently shows the boy, without handcuffs, refusing to get into the car. The officer uses his nightstick to force him into the back seat.

According to police, they cannot comment on the case until an independent investigator looks into the incident.

"When his investigation is complete, if there's a violation of policy or law, then we'll take steps to address the situation at that time," said Chief Ron Docimo, Lanett Police Department.

Witnesses say people were being pulled from their cars by the officers after trying to leave the club. Keep in mind, we haven't heard the police side of this story yet.

News Leader 9 asked Docimo if this was standard procedure, if the officers have been suspended, or if police cameras show anything different. He said he is not allowed to comment until after an investigation has been conducted.

Fernandina Cop, Two Former Officers Face Sex Charges

A Fernandina Beach police officer and two former officers were arrested Wednesday on sex charges.

Officer Tawn Christopher Duffy and former officers James Allen Branning and Joseph Simon Ramia turned themselves at the Nassau County Detention Center as a result of an ongoing investigation of the alleged sexual assault of a juvenile.

All three are charged with unlawful sexual activity. Duffy is also charged with perjury and official misconduct. Branning and Ramia are face a charge of unlawful sexual activity. Branning is also charged with tampering with a witness and official misconduct.

The investigation, at the request of the Fernandina Beach Police Department, was conducted by the Florida Department of Law Enforcement.

The State Attorney's Office said they plan to prosecute all three men.

Officer pleads not guilty to charges involving vehicle stops

OAKLAND, Calif. - An Oakland police officer charged with stopping women for alleged traffic violations and touching and kissing them, had a not guilty plea entered Thursday on his behalf, his attorney said.

Officer Richard Valerga, 51, faces five charges of interfering with civil rights, and two for false imprisonment. Valerga was not required to be in court because the charges are misdemeanors.

Police said Valerga held two women against their will and patted and kissed some of the women, most of whom were recent immigrants to the United States.

Defense attorney Paul Brennan said Valerga is scheduled to appear in court Oct. 13.

O'Donoghue is on probation after calling a neighbor and threatening to rape his 12-year-old daughter in 2003.

Selectmen had complained Kuss didn't tell them anything about O'Donoghue's past before they approved him for the job of part-time patrolman.

Kuss said the 34-year-old O'Donoghue was (quote) "an asset," despite the baggage he brought to the job.

Jonathan Garner and his family braved the storm in New Orleans and then stayed behind to help others evacuate. And it was when he was lending a helping hand that he says he was assaulted by the very people there to protect and serve.

Garner says in the days after the storm, he located an old grocery cart and spent hours wheeling elderly people safely to higher ground. But when the evacuation busses rolled into town, Garner says he ran to find his family before they got split up.

With no warning, Garner says a guardman who had been watching him help people all day turned his gun on him.

Prison Officer Arrested With Drugs

An officer at the Lebanon Correctional Institution has been arrested for allegedly trying to get drugs into the prison.

Jamey E. Vincent, 29, was found with two chewing tobacco containers each containing about a half-ounce of marijuana Thursday afternoon. He was arrested by the Ohio State Highway Patrol.

CALIFORNIA - A change in the way Los Angeles police count domestic violence incidents has allowed the department to substantially exaggerate how much crime has dropped citywide this year.

LAPD officials say they have issued disclaimers about the shift in its statistics on domestic violence, which was made to bring the Los Angeles Police Department into accord with federal guidelines.

But the department has continued to distribute figures suggesting that overall violent crime has declined by 28% this year compared with last year. If the reporting change is taken into account, the actual year-to-year decline is probably only about one-third as large.

The statistical reporting problem emerged when the department narrowed its definition of aggravated assaults at the beginning of 2005 to exclude the least serious domestic violence assaults known as "simple" child/spousal assaults.

Police Chief William J. Bratton announced the change in accounting practices earlier this year. In addition, the department indicates in its crime statistics reports that it cannot compare this year's domestic violence statistics to last year's because simple assaults have been subtracted from the new numbers.

But the department went ahead and made the year-to-year comparison in another key area: Aggravated assaults.

The LAPD has been reporting a drop in aggravated assaults based on a comparison of this year's numbers — which do not include simple domestic violence cases — to last year's numbers, which do.

The apples to oranges comparison produced the appearance of the largest year-to-year decrease in any crime category — a 40% decrease in aggravated assaults.

That decrease, in turn, has been a significant contributor to the department's overall calculation of a 28% decrease in violent crime reported for the city.

Bratton deferred questions on the issue to Assistant Chief George Gascon, director of the office of operations, who agreed Monday that the reported 40% decrease in aggravated assaults is an inflated figure. But Gascon said that Bratton and the department had effectively issued disclaimers about the numbers by explaining publicly earlier this year that the reporting standards had changed.

"At the beginning of 2005, the chief of police made it public that we have been over-reporting aggravated assaults. We then proceeded to report crime according to [the federal guidelines]," he said.

Asked about the overall decrease in violent crimes, Gascon said, "Deductively, we can say the number is going to be skewed by the over-reporting that took place before."

But he said there was nothing deceptive in the department's actions, since "we came out very openly at the very beginning of the year, and announced," that the LAPD was now using new standards to categorize domestic violence assaults.

Besides, Gascon said, footnotes were placed in LAPD crime statistics reports to indicate the problem.

Indeed, the LAPD's reports on crime statistics prominently display footnotes saying, "prior to 2005, the aggravated assaults included child/spousal simple assaults," and elsewhere note that the number of child/spousal cases this year cannot be compared to the number last year because of the change.

But the same notation is not made for aggravated assaults, where a straight comparison with last year is recorded. Nor is the notation present in the overall calculations of the drop in violent crime.

Police officials and other public figures have touted the dramatic 28% decline in violent crime this year as a sign of successful crime suppression.

The figure has been prominently displayed on the department's website.

In a Police Commission meeting earlier this month Bratton singled out the 28% decrease as a highlight: "The good news continues in terms of the high rate of decline in violent crime," he said.

In a meeting shortly after, Assistant Chief Jim McDonnell repeated the figure, and gave credit to police officers. "They are working very hard. The numbers are indicative of that."

City Manager George Gretsas was the latest of the three to be accused of violating the rules of the road. He was ticketed last week, accused of running a stop sign in his east Fort Lauderdale neighborhood, officials confirmed Tuesday.

Since his arrival as city manager one year ago, Gretsas has taken a hard line with the Police Department and is set to decide this week whether to fire a police officer accused of threatening a youth in a courtroom and then lying to investigators.

Oakland police officer arrested for touching women

That's the word from the U.S. Drug Enforcement Administration tonight.

The latest police officer charged with trafficking ice is accused of providing the means and the muscle for known drug dealers to do their jobs.

James Leslie Corn, Jr. turns 27 this week. If found guilty, he will be 37 before he can hope to get out of prison.

Corn was picked up after undercover agents arranged for him to accept a backpack carrying two pounds of crystal methamphetamine.

"Mr. Corn was assisting several documented, identified, known drug traffickers, using his position of public trust to provide inside information as well as providing security in several drug transactions," says Tony Williams, DEA agent in charge.

Based on Corn's alleged confession, the lure of easy money and a personal cocaine habit contributed to his downfall.

In three years on the police force, Corn already had been in trouble for threatening people. Honolulu police helped the local/federal task force make this case.

Corn is also said to have accessed police computers that contain personal data about people, and to have sold one dealer an unregistered gun.

A big, brawny former football player is claiming that officers used excessive force during a traffic stop when they allegedly punched him, kicked him and shocked him with a Taser gun.

David Malveaux, 24, was one of five passengers in a car that was stopped early Saturday morning while officers were investigating a burglary case.

The driver and another passenger were arrested for investigation of burglary after stolen property was recovered from the vehicle. Malveaux was also taken into custody because he was being uncooperative, Boulder Sheriff's Lt. Phil West said.

"Mr. Malveaux did not cooperate with deputies' instructions to exit the car, was verbally abusive and physically resisted them. Deputies were forced to deploy a conductive energy device (Taser) in order to gain control of Mr. Malveaux. He was taken into custody and lodged at the Boulder County Jail on the misdemeanor obstruction charge," West said.

Malveaux, who is a 6 feet 6 inches tall, 250-pound black man, told the Daily Camera that this was "the worst I've been beaten. It seemed like something racial to me."

PITTSBURGH - A police officer was charged with having sex with a girl from the time before she entered elementary school until she turned 14, police said.

Frederick Livingston, an Edgewood police officer, was ordered to stand trial on charges of statutory sexual assault, sexual assault, endangering the welfare of children, rape and corruption of minors following a preliminary hearing this week.

(ABC 4 News) -- Rave party guests from around the world claim the Utah County Sheriff used excessive force to break up a party in Spanish Fork Canyon last Saturday night, and they may seek redress in federal court.

Still, the Utah County Sheriff's department stands behind its officers and said the video proves the accusations are false.

About 90 law enforcement officers from multiple agencies broke up what they said was a rave party on public and private property in the Diamond Fork area of Spanish Fork canyon.

Utah County Sheriff's Sergeant Darren Gilbert said they made about 60 arrests for weapons offenses, driving under the influence, underage drinking, drug possession and distribution, resisting arrest, assault on a police officer and disorderly conduct.

Officers found cocaine, Ecstasy, marijuana, mushrooms, alcohol and large amounts of drug paraphernalia.

Gilbert said a 17-year-old West Jordan girl was found overdosed on Ecstasy, and was treated and released to her parents. He said there were more than 250 people at the party. That is the number for which the county requires a permit, bond and county commission approval. Gilbert said the party did not have that approval.

Jonathan Meader and Lucinda Davies were at the Spanish Fork rave. They said part of the thrill comes not knowing where they will hold the rave until the last minute.

"The raving is a celebration of being alive, and people choose to use drugs sometimes, and lots of people don't. There are so many people that do not use drugs at these parties because we go for the music and we go for the people and we go for the family," Meader said.

Meader and Davies claim the organizers of the rave party did a good job to create a safe environment and watched in shock as 90 officers in SWAT gear converged on the crowd.

"It was like they were expecting a riot or a war," Davies said.

Meader claimed the officers hit people with the butts of their guns.
Accusations of police brutality flood the internet on a well organized international rave network. Photos of the party and accusations against officers came as far as England and Australia.
Utah County Sheriff Jim Tracy denied the accusations. He said undercover officers purchased a large quantity of drugs at the party, justifying the police raid and the 60 arrests.

Salt Lake Attorney Brian Barnard plans to seek redress in federal court.

"It makes absolutely no sense at all to crash the party two hours into the event and to come in like storm troopers," Barnard said.

Tracy said none of the photos or video shows any misconduct by his officers. He will have an outside agency investigate any formal complaints made by those arrested at the rave party. So far, Tracy has only received anonymous emails and phone calls.
